The Central Engineering Consultancy Bureau (CECB) is the premier consultancy in Sri Lanka with a wide range of expertise in different engineering disciplines. The Bureau was established in 1973 as a specialist consultant for Water Resource and Hydropower Development. Though a state institution under the Mahaweli Ministry, the bureau operations from its inception has been one of a self- financing organization.

The Bureau served as a key institution in the implementation of the Mahaweli Projects. In the implementation of these major multi billion Rupee schemes, the Bureau was associated with international consultants. The Bureau has developed strong engineering competence and expertise through these associations. Salient facts of the organization are summarized below.

CECB is the largest engineering consultancy organization in Sri Lanka offering multi-disciplinary expertise under one roof. One of its strengths lie in its in-house engineering capacity and manpower resources.

From its inception, CECB has been in the forefront of some of the largest development projects in Sri Lanka. Bureau’s project portfolio includes several multi-billion rupee projects where full responsibility for design has been undertaken.

CECB has in-house capability to carry out topographical surveys, geological investigations and maintains a fully equipped soil laboratory in Colombo.
   
CECB has one of the best technical libraries in Sri Lanka providing an invaluable resource of technical guidance to its staff. Staff has been afforded internet facility at their workstations to enable easy access the vast resource of information available on the Internet.
  
 

The Bureau has established a separate unit dedicated to bridge design and is presently carrying out the design of 22 highway bridges for the Southern Expressway as the Design Consultants for Ms. Kumgai Gumi of Japan.

The Bureau has considerable in-house expertise and experience in engineering geology, Geo-technical and foundation engineering with applications ranging from large scale engineering works such as dams, tunnels, underground power-stations to sub-structural works associated with smaller constructions.

 
 
 
     
 

The Bureau has significant experience in design, supervision of fabrication factory inspection and erection of under-mentioned hydraulic steel structures and other steel structures.
Bureau’s in-house experience and know how on Geo-technical and Foundation Engineering obtained in the course of carrying out massive dam projects and in multi-storey building construction is unsurpassed by any local organization.
  
 

In its 30 years of existence, the Bureau has handled the largest number of multi-billion projects. Its in-house experience in Project Management of large international contracts is unsurpassed by any Consultancy Organization.

CECB is the only organization that can offer services from its in-house resources, giving clients the advantage of continuity in its services even after the contract period ends whereas organizations which hire personnel on ad-hoc basis cannot provide the same degree of assurance of quality and exercise of due diligence and care.
